Kane County Transportation Committee. August 18, 2026.
Two bridges, a railroad crossing, and the first formal step toward charging developers for road improvements. That’s the short version of Tuesday’s agenda.
🔦 The 3 items worth your attention
The committee is set to schedule a public hearing on a Comprehensive Road Improvement Plan that would create new impact fees on new development across Kane County (8-C). If the county moves forward after that hearing, builders would pay into a road fund at permit time. That hearing date isn’t set yet, this vote just starts the clock on the formal process.
The Kirk Road bridge over the Union Pacific Railroad is up for a construction contract with Dunnet Bay Construction Company of Glendale Heights (11-E). Replacing a rail overpass is a bigger lift than a typical road bridge, since it involves coordinating with the railroad and keeping both road and freight traffic moving during construction.
Acquiring land from the Chicago, Central and Pacific Railroad for the Randall Road at Hopps Road grade separation is also on the table (11-G). The goal is eliminating an at-grade rail crossing entirely, which matters for both daily commuter traffic and emergency response times on Randall Road.
🏗️ Roads & property
- The county would give up its exclusive utility easement along Randall Road in Elgin through an intergovernmental agreement with the City, clearing the way for ongoing roadway work in that corridor. (11-B)
- A right-of-way deal between the county and the Forest Preserve District of Kane County would lock in land needed for intersection improvements at Fabyan Parkway and Kingsland Drive. Two public bodies swapping land rights to get a project moving. (11-F)
- Crawford, Murphy & Tilly of Aurora is back with an amendment to their engineering contract for Tyrrell Road corridor improvements between Raymond Road and Mason Road. The financial terms of the change aren’t specified in the agenda. (11-C)
- D. Construction, Inc. of Coal City is in line for the construction contract to replace the Hughes Road bridge superstructure over Blackberry Creek. (11-D)
💰 Where the money’s going
No dollar amounts are specified in this agenda for any contract or agreement. The bridge contracts (11-D, 11-E) and the engineering amendment (11-C) will carry price tags, but they weren’t published in the agenda items available for this preview.
- Grant application for multimodal pedestrian improvements on Randall Road, Segment N-7, under the Illinois Transportation Enhancement Program. No county match amount listed. (8-D)
📌 Also notable
- The committee is set to formalize its coordination agreement with the Chicago Metropolitan Agency for Planning on regional transportation programs. (8-B)
- New Adopt-A-Highway volunteers are up for sign-off. Someone wants to pick up litter on a county road, and the committee gets to make it official. (7-B)
