Lansing might be creating a brand-new office specifically to watch itself spend money. That’s item 5-D, and it’s not the only structural change on the table tonight.

The city is weighing a new Office of the Independent Internal Auditor, which would get its own chapter in city code (Chapter 245) and exist specifically to audit city operations outside the normal chain of command. A public hearing would be set, not held tonight, so residents still get a chance to weigh in before anything changes. Independent auditor offices aren’t common at the city level, and adding one to code makes it harder for any future administration to quietly eliminate it. (5-D)

Supportive housing would get a dedicated funding line baked directly into city code if 5-E moves forward. Right now, that money competes with other priorities each budget cycle. Adding Section 230.02 to Chapter 230 would lock in a stream specifically for residents experiencing housing instability, so future councils can’t easily redirect it without a code amendment. A public hearing gets set tonight, same as 5-D. (5-E)

Speaking of future money, commissioners will also have a first conversation about fiscal year 2027/2028 budget priorities. No votes, no final numbers. Just the opening round of a process that shapes every city service for two years. These early discussions matter more than they look. (5-F)
