The Gwinnett Docket, Public Hearing Preview, September 22, 2026
Staff says yes. The Planning Commission says no. The board gets to break the tie on a nearly 7-acre rezoning that would turn residential land into a shopping center.
The 3 items worth your attention
The sharpest conflict on the agenda is the Loganville Highway rezoning (2026-1103). The Planning Department recommends the board greenlight converting 6.87 acres at 3633 Loganville Highway from residential zoning to C-2 commercial for a shopping center. The Planning Commission recommended denial. This one was tabled from the August 25 meeting, so it’s already had one round of deliberation without a resolution.
Then there’s the plumbing contract that’s now nearly twice its original size (2026-1208). The county wants to add $1M to its plumbing services agreement with Maxair Mechanical, LLC, pushing the total to roughly $2.4M for work through January 2027. That’s a $1M increase on a contract that started at about $1.4M, all within a single contract year. Why, per the city: additional funding is needed to cover plumbing repair, maintenance, and installation services at various county locations through the end of the contract period.
The third item is the county’s employee health and pharmacy benefits contract (2026-1154). Aetna Life Insurance Company is up for renewal as administrator of Gwinnett’s self-insured medical and pharmacy plan, at up to roughly $2.7M for calendar year 2027. This is the second of four renewal options under the existing arrangement.
Roads & property
- A 184.1-foot cell tower at 4100 Five Forks Trickum Road is up for a tall structure permit. It would replace an existing tower on an adjacent parcel, not the same site. (2026-1248)
- The county would change conditions of zoning on a 2.22-acre residential parcel at 1900 Glynmoore Drive in District 1. Both the Planning Department and Planning Commission are on the same page here: they recommend moving forward with conditions. (2026-1228)
- A similar request covers 6.81 acres at 957 Rock Springs Road in District 4, also zoned residential with a modification overlay. Same story: both bodies recommend the change with conditions. (2026-1229)
Where the money’s going
- Maxair Mechanical, LLC, plumbing services contract increase: $1,000,000.00 added, bringing the total to $2,383,874.43 (2026-1208)
- Aetna Life Insurance Company, self-insured benefits administration renewal, not to exceed $2,749,417.20 for 2027 (2026-1154)
Also notable
- Tasha Edwards is resigning from the Opioid Abatement Advisory Committee; Frederica Roberson is the named replacement. The committee advises on how the county uses opioid settlement funds. (2026-1265)
- August plat approvals go before the board for ratification as a routine consent item. (2026-1222)
The meeting is September 22, 2026. Public comment on the zoning items is taken at the hearing itself; check Gwinnett County’s website at gwinnettcounty.com for exact timing and how to sign up to speak.
