A reader said Gwinnett spends millions on Flock cameras. We checked the record.

Someone on r/Gwinnett put the number at roughly 2.5 million dollars (2024-0353, 2025-1115, 2024-0804) this month, tied to license plate readers countywide. We spent an afternoon in five separate Gwinnett County Board of Commissioners agendas and minutes checking where that number actually comes from.

🔦 The math, checked

That figure isn’t one contract. It’s two.

The bigger one is OS018-24 (2024-0353), a multi-year camera contract with Flock Group, Inc. running April 2024 through April 2029. It started at $1.9M. A Change Order No. 1 (2025-1115), on the November 4, 2025 agenda, added $389K to that base. OS018-24’s running total today: $2,274,326.26.

The second is SS038-24 (2024-0804), also with Flock Group, Inc., running September 2024 through September 2026. It’s $225K, paid entirely with American Rescue Plan Act money rather than the general fund.

Those two contracts are what’s actually behind the reader’s number. Nobody at the county ever added those two amounts into a single total.

We can confirm each of those two contracts’ own figures, not a combined total. It’s two separate Police Services contracts, plus a change order in between, not one award.
