The board is setting its entire budget for next year, revenue levels, spending authority, the works, at the same meeting it’s also writing checks for $3.3M in current-year bills.
The 3 items worth your attention
The FY27 budget process comes to a head with two back-to-back votes (items 10-A-1 and 10-A-2). First, the board sets the 9-1-1 surcharge revenue levels that will fund emergency communications countywide for the year starting December 1. Then, immediately after, it takes up the full annual appropriation resolution covering December 1, 2026 through November 30, 2027. Both items together lock in the financial framework for everything the county’s 9-1-1 system does next year. Illinois law requires the appropriation resolution, so this isn’t optional timing.
A $273K contract with WWT Inc. dba VOIP Networks would replace the administrative phone system at the DU-COMM dispatch center, including equipment, installation, and five years of maintenance (item 10-C-2). The board is also moving $137K out of capital contingencies to cover half of that cost right now, with the rest presumably already budgeted elsewhere (item 10-E-2). It’s a cooperative contract, so no competitive bid is involved.
Wellness training for 911 dispatchers at two centers gets its own sole-source contract: $18,000 to The Healthy Dispatcher LLC for three days of sessions at both the Addison Consolidated Dispatch Center and DU-COMM (item 10-C-3). Sole-source means the board is claiming an allowable exemption from competitive bidding, presumably because no equivalent provider exists.
